openPDC Manager not getting UDP data frames from SEL PMU

We are experimenting various connection schemes between an openPDC Manager and a SEL PMU. In some settings we are having problems when UDP is used (e.g., UDP_T, UDP_U, or UDP_S). Basically openPDC does not seem to recognize frames sent in UDP. For instance in the case of UDP_T, we saw on the Remote System Console that openPDC was making connection attempts and successfully made two UDP based connections (not sure why two? Maybe even TCP connection is reported as a UDP based connection?) It then said connection established and a configuration frame is received. But then it reported that it received no data frame after 5 seconds (the Data Loss Interval) and restarted connection attempts. However, openPDC and SEL PMU can communicate just fine if the TCP scheme is used. Connection Tester works on all schemes. The wireshark running on the same host as openPDC shows that data frames did reach the host.

The openPDC is the stable version released right before the end of 2011. The host is running 64-bit window 7. We have had openPDC running on XP for the same experiments before and it works. We have also run the same openPDC on 64-bit window 7 and communicated successfully with a GE PMU on a UDP port. Any suggestion where could be a problem?

Still need to review our configuration carefully, but now it seems that we cannot even get openPDC to display data frames sent via TCP traffic, let alone the UDP traffic. Connection Tester works fine.
