It looks like I only have a PDF of the 1999 spec - I think originally I was working from a paper copy of the 1996 spec. I have attached the 1999 spec if that will be any help
 
I remember two things that were different that gave me issues with the CFG file one is the date format could be either European or US in 96 spec then in 99 US format was dropped but I still found a number of vendors used the US spec. As you can imagine that was always a problem when trying to parse the file. Also 96 spec did not have the TimeMult record.
