A user who is assigned to the 'Viewer' role can still disable the output stream. Under Adapters -> Output Streams, the 'Enabled' checkbox in the list is fully functional, and a passive notification will inform that the changes are saved successfully.
 
The output stream is not immediately disabled, but it will not resume the next time the openPDC service is restarted
